Public Awareness Campaign Pitch Strategy
Situation
An advertising agency was preparing to respond to a competitive RFP for a national public awareness campaign in Jordan.
The assignment required more than a campaign idea. It needed a platform that could support a public-interest message, align with institutional stakeholders, work across different audience groups, and translate general awareness into practical behaviour.
Challenge
The subject was already widely recognised by the public, which made another warning-led campaign unlikely to stand out or create meaningful action.
The agency needed a stronger strategic anchor, a clearer proposal story, and a more compelling way to connect the central idea with media, stakeholder engagement, tactical initiatives, and campaign rollout.
Role
Short Pencils advised the agency during the pitch process.
The work included sharpening the strategic argument, identifying the core creative anchor, developing the hero film idea end-to-end, structuring the story more clearly, and packaging the proposal into a more persuasive campaign narrative. Short Pencils also advised on the media approach and tactical initiatives needed to reinforce the main idea beyond the core creative work.
